California's No Child Left Behind waiver request denied

Dec. 26, 2012

Dive Summary:

  • With the denial of its request for a waiver from No Child Left Behind, California will be forced to continue striving to achieve the 10-years-old, George W. Bush-era law's goals--which have been generally accepted as unachievable--and be punished for failing to meet them.
  • California was hoping to join the other 33 states that, along with the District of Columbia, have been given a reprieve, but its refusal to evaluate teachers based on students' standardized test performance was a sticking point on the state's application.
  • California Board of Education President Mike Kirst?said he anticipated the rejection, but blames Congress for failing to revise the law, which requires, among other things, that all students (including the learning disabled, poor and English learners) test proficient in English and math by 2014 and allows for punishment potentially as severe as firing a school's entire leadership and staff.
    ?

From the article:

Signaling that California again is marching to its own drum ? perhaps trailing the parade ? the federal government has denied the state?s request for a waiver from a key U.S. education law, thus assuring that schools will have to keep striving to meet what?s generally accepted as unachievable goals, then be punished for missing them.?Like other states, California had been hoping to win a reprieve from the restrictive provisions of the No Child Left Behind law. Among other terms, the law punishes schools and districts if not enough of their students reach proficiency in English and math. ...

(AP) ? Colts coach Chuck Pagano received a warm welcome in his return to the sideline Sunday, then watched his team score on its first drive.

With drums playing and the Colts cheerleaders lining up both sides of an inflatable horse, Pagano walked to his usual spot on the sideline, put on his headphones and hugged his assistants. It was his first appearance on the sideline since he began treatment for leukemia Sept. 26.

Pagano's Colts took the opening kickoff and drove 75 yards to Andrew Luck's touchdown pass to Coby Fleener. The coach threw his hands in the air and wore a huge smile after Fleener caught the ball to end a 13-play drive.

Some fans brought signs to show their support for Pagano, and the team welcomed him back with a 1-minute video just before kickoff. Afterward, an emotional Pagano waved to the crowd.

During pregame warm-ups, Pagano hugged his wife and was followed by a large group of cameras. He shook hands with Texans defensive coordinator Wade Phillips and chatted with Colts GM Ryan Grigson.

Black Monday watch: Changes could be fast, vast - Yahoo! Sports

Black Monday is expected to bring plenty of darkness around the NFL, with as many as 10 coaches and many of their general manager bosses bracing for the worst on New Year's Eve. Andy Reid's sunken season in Philadelphia made him a virtual lock to be the biggest name on the unemployment line. Reid, hired by the Eagles in 1999, was the longest-tenured coach in the NFL, a mantel that transfers to Bill Belichick in New England when Reid is officially let go. Owner Jeffrey Lurie, who invested tens of millions in free agency since the start of 2010 to assemble what former backup quarterback Vince Young infamously dubbed the "Dream Team" said an 8-8 record that matched the Eagles' 2011 mark wouldn't be good enough for Reid to retain his job. The Eagles went to the postseason nine times under Reid, including six NFC East championships but only a 1-3 record in the NFC Championship game. It's possible Reid could quickly land on his feet. The native Californian could make sense if the Oakland Raiders or San Diego Chargers make a change. The Cleveland Browns, Buffalo Bills, Chargers and Kansas City Chiefs were among the franchises most likely to begin 2013 with a search for their next coach and personnel boss. Pat Shurmur, 9-22 in two seasons with the Browns, and general manager Tom Heckert were already aware of their fate Saturday. The Bills went 6-10 in 2011 and 5-10 before Sunday's game against the Jets on Gailey's watch. Kansas City had the NFL's worst record for most of the 2012 season. General manager Gene Smith is expected to be the fallguy in Jacksonville.

British team abandons drilling in Antarctic lake

Technical problem, fuel shortage force suspension of scientific project to find life in Earth's remotest environment. US, Russia set to begin their Antarctic drilling projects.

By Dasha Afanasieva,?Reuters / December 28, 2012

A seal swims by icebergs off the British Antarctic Survey's Rothera base in this 2009 file photo. A BAS team has called off an ambitious project to drill to sub-glacial lake to look for forms of life and survey the effects of what happened the last time the Antarctic ice sheet broke up.

An ambitious British plan to search for minute forms of life in an ancient lake beneath Antarctica's ice has been suspended because of technical problems, the scientist leading the project said on Thursday.

In a move that clears the way for U.S. and Russian teams to take the lead, Professor Martin Siegert said technical problems and a lack of fuel had forced the closure on Christmas Day of the 7-million-pound ($11 million) project, which was looking for life forms and climate change clues in the lake-bed sediment.

"This is of course, hugely frustrating for us, but we have learned a lot this year," said Siegert of the University of Bristol, principal investigator for the mission, which was headed by the British Antarctic Survey (BAS).

"By the end, the equipment was working well, and much of it has now been fully field-tested," he said on the BAS website.

Experts from Britain's Lake Ellsworth mission had expected to find minute forms of life in the lake three km (two miles) under Antarctica's ice, the most remote and extreme environment known on Earth.

They had also hoped that by dating bits of seashell found in the water they would have been able to ascertain when the ice sheet last broke up and to better understand the risks of it happening again.

INTERNATIONAL COMPETITION

Scientists from the United States and Russia are hot on Britain's heels when it comes to drilling through Antarctic ice to lakes that have been hidden for thousands of years.

The U.S. team is aiming to start drilling in Lake Whillans, one of 360 known sub-glacial lakes in Antarctica, in January or February 2013.

Russia was the first to pierce 3,769 metres (12,365 ft) of solid ice to reach Lake Vostok early in 2012. But some scientists believe their samples may have been contaminated by drilling fluids.

The British scientists decided to abandon the mission after trying for 20 hours to connect two holes in the ice that were needed for the hot-water drill to work, said a BAS spokeswoman.

Without a connection between the two holes, the hot water would seep into the porous surface layers of ice and be lost, reducing the pressure and rendering the drill ineffective.

The team tried to melt and dig more snow to compensate for the water loss, but without success.

As a result of the extra time taken to fix the problem, fuel stocks had been depleted to such a level as to make the operation unviable.

Asked how long the delay might be before the project could be resumed, Siegert told the BBC: "It will take a season or two to get all our equipment out of Antarctica and back to the UK, so at a minimum we're looking at three to four, maybe five years I would have thought."

However, he said he felt this year's mission had not been a complete loss.

The BAS spokeswoman said: "It's very possible that either the U.S. or Russia may take the lead but I think the one thing we've learned here is that anything can go wrong."

"We've never depicted this as a race. All sub-glacial lakes would give different information," she said.

Belmont (SID): Defense Carries Men's Basketball Past Boston University

December 28, 2012

ORLANDO, Fla. - - Behind strong team defense and balanced scoring, Belmont University men's basketball defeated Boston University, 64-48, Friday night in the first round of the UCF Holiday Tournament.

The Bruins, looking to build off of impressive home victories over Middle Tennessee and South Dakota State leading into the Christmas holiday, faced yet another confident and defensive-minded mid-major stalwart in the Terriers.

Five early points from senior Ian Clark (Memphis, Tenn.) gave the Bruins a 8-5 lead five minutes in. With passes and shots contested at every turn, consecutive three-pointers from senior Trevor Noack (Keller, Texas) pushed Belmont to an 18-15 edge midway through the first half.

After Nathan Dieudonne trimmed the margin to 22-20, Belmont intensified its defensive pressure and sharpened its offensive execution to close the half on an 18-4 run.

Junior J.J. Mann (Smyrna. Ga.) supplied two three-pointers and Clark produced two jaw-dropping drives during the run as Belmont took a 40-24 lead at halftime.

Belmont shot 46 percent (15-for-33) from the field in the opening 20 minutes - including 6-for-16 from three-point distance. The Bruins limited the Terriers to 38 percent shooting while forcing 11 turnovers.

But just as the Bruins appeared poised to seize control, Boston University offered a stern reply and fought back into the game.

A deep three-pointer for Dom Morris capped a 7-0 Terrier run in the first 1:51 of the second half to close the margin to 40-31.

Three free throws and a basket from junior Blake Jenkins (Knoxville, Tenn.) increased the Bruin lead to 47-34 with 13:29 left, but Boston U. pushed onward.

With Belmont?missed opportunities?mounting, back-to-back baskets from Malik Thomas got the Terriers within 53-48 with 6:49 remaining.

But the experienced Bruins held Boston U. without a made field goal thereafter, closing in impressive fashion in all facets. A gorgeous baseline feed from senior Kerron Johnson (Huntsville, Ala.) set up Jenkins for a dramatic slam dunk to push the advantage back to seven.

Jenkins then added a conventional three-point play moments later to give the Bruins a 58-48 lead with 5:31 to go.

A string of defensive stops and two determined driving layins from Johnson enabled Belmont to secure the victory.

All told, Belmont shot 42 percent (25-for-59) from the field, outrebounding Boston U., 40-30. The Bruins limited the Terriers to 34 percent shooting, and 4-for-20 from behind the arc.

Clark and Jenkins paced four Bruins in double figures with 15 points each. Johnson had 12 points and six assists, while Noack recorded his first career double-double with 10 points and 11 rebounds.

Maurice Watson led Boston University (5-7) with 11 points.

Belmont (9-3) returns to action Saturday against host UCF in the championship game of the UCF Holiday Tournament. Tip-off is set for 6:30 p.m. CT.

The live play-by-play of Voice of the Bruins Kevin Ingram can be heard on the Bruin Sports Network. Live video streaming will be available via UCF All-Access (subscription rates may apply). Live updates will be available on Twitter @BelmontMBB.

NOTES: Belmont records its fifth victory away from home this season ... The Bruins got timely bench contributions from Chad Lang, Reece Chamberlain, and Craig Bradshaw.

2012: The Year in TV Moments

Still from Nashville Season 1, Episode 2 with Connie Britton and Charles Esten.

Still from Nashville Season 1, Episode 2 with Connie Britton and Charles Esten.

NBC, Oct. 17, 10:50 p.m. ET

In the closing minutes of the second episode of Nashville, fortysomething country star Rayna James and her bandleader/ex-boyfriend Deacon Claybourne perform a quiet duet. ?No One Will Ever Love You? is a song they wrote together two decades back, young and in love. Romantic sparks still clearly crackle between them. But these days Rayna's married to another dude and raising two daughters. Meanwhile, Deacon (whose demons drove Rayna off all those years ago) works hard to stay sober?and even harder to keep his feelings for Rayna under wraps.

The song itself is downright mean. "Don't you try to tell me that you're wanted," sings Rayna, "that you're needed. 'Cause it's not true." She sits close to Deacon on the stage of the cozy Bluebird Cafe, staring into his eyes as he strums his guitar. When she reaches the chorus, it seems almost impossibly cruel?until a redeeming twist of a kicker. "I know why you're lonely. It's time you knew it, too. No one will ever love you. No one will ever love you. No one will ever love you ... like I do."

When it's over, an overcome Rayna tells Deacon she wishes they'd never played it. She runs home to assure her husband that she loves him. But she seems not quite able to convince herself.

I confess I swooned a little, watching from my couch. For one thing, this tune is gorgeous. Written by Steve McEwan and John Paul White, it's proof that TV musicals needn't fall back on stale covers and cheesy staging. (I'm reluctantly peeking at you through my fingers, Glee and Smash.) Here we have a boutique-quality original track, performed in a wholly believable context, that manages to advance the emotional arc of the show.

Most of all, though, I love that these are grown-ups dealing with grown-up shizz. Nashville's far from perfect?its politics plot is a dud and the travails of its younger characters are a mixed bag. But every time I get frustrated with it, Rayna and Deacon reappear with one of these soul-aching moments. Worn denim, weathered faces, paths not taken. Connie Britton with that faraway gaze and that wistful smile. Set it all to song and I'm done. I'm ready to book the next flight, buy a front-yoke shirt with snaps, and belly up to the bar at the Bluebird.

Robert Naiman: Crisis! Pro-Obama Jews Must Demand Diplomacy Advocate Chuck Hagel for Secretary of Defense

Since many of our Christian brothers and sisters are offline for the Christmas holiday, I thought this would be a good time for the pro-Obama Jews to caucus.

What do we want the next four years to be like? Do we want to spend the next four years under the jackboot of the neocons, even though we beat them in the last three presidential elections, starting with the 2008 Democratic primary?

If we don't want to spend the next four years under the jackboot of the neocons, then we have to stop the neocons from blocking the nomination of diplomacy advocate, war skeptic and decorated Vietnam combat veteran Chuck Hagel to be the next Secretary of Defense.

I'm not saying that we're necessarily going to win this. But at least we can have a real fight. This is like the Warsaw Uprising: the odds against us may be daunting, but we'll never have a better venue to make our stand. If we have to go down on some hill for a democratic Israel, the two-state solution and real Iran diplomacy, we won't find a better hill to go down on than this one. We have allies right now that we may not have in the future.

Look who's on our side right now. Former military officials. Former diplomats, including five U.S. Ambassadors to Israel. J Street. Americans for Peace Now. Former Israeli consul general in New York Alon Pinkas. Israeli-born Nebraska Rabbi Aryeh Azriel. Former U.S. Senator and decorated Vietnam combat veteran Max Cleland. Jon Soltz, head of VoteVets. Paul Rieckoff, head of Iraq and Afghanistan Veterans of America. Jan Scruggs, president of the Vietnam Veterans Memorial Fund. Robert Bergdahl, father of Sgt. Bowe Bergdahl, the only American POW in Taliban custody. Peter Beinart, author of The Crisis of Zionism. Foreign policy expert Steve Clemons.

More than fifteen thousand people have signed this petition at MoveOn, this petition at VoteVets, or this petition at the White House website.

With all these allies on our side, if we can't beat the neocons on the Hagel nomination, how are we going to beat the neocons on supporting real U.S. diplomatic engagement with Iran? With all these allies on our side, if we can't beat the neocons on the Hagel nomination, how are we going to beat the neocons on stopping Bibi from ringing East Jerusalem with settlements to prevent the creation of a Palestinian state?

As Rabbi Hillel said: "If I am not for myself, who will be for me? If I am only for myself, what am I? If not now, when?"

Here's what you can do right now.

First: sign this petition at MoveOn, this petition at VoteVets, and this petition at the White House website. That will take you three minutes.

Second: call Washington on Wednesday -- or as soon as you can -- demanding that diplomacy advocate, war skeptic, and decorated Vietnam combat veteran Chuck Hagel be the next Secretary of Defense.

You think if fifteen thousand people call Washington, demanding that Chuck Hagel be the next Secretary of Defense, Washington's not going to notice?

You can call the White House here: (202) 456-1111. Here's your script: "President Obama, we have your back. I support your choice of Senator Chuck Hagel to serve as the next Secretary of Defense. I will urge my Senators to support his confirmation." You can report your call to the White House to MoveOn here.

You can find the phone numbers for your two U.S. Senators here. Here's your script: "I support President Obama's choice of Chuck Hagel to serve as our next Secretary of Defense. I urge you to speak out on Senator Hagel's behalf and to support his confirmation as our next Secretary of Defense." You can report your phone calls to your Senators to MoveOn here.

A miracle can happen here. Let's not let this go down without a real fight.

Family competing to win Super Bowl commercial contest | Rancho ...

John Snyder (left) and his dog, Charger, starred in a homemade Doritos commercial, which he submitted into the company?s 2012 ?Crash the Super Bowl? contest. Rob Kuty (right) trained the dog for the production. Photo: Claire Harlin

By Claire Harlin

Stacy and John Snyder love their mastiff mix, Charger, and when they were watching the homemade Doritos commercial contest submissions last year during the Super Bowl, they had no doubt in their minds that their Helen Woodward adoptee would be the next big TV star.

?We were thinking, this dog, she just love to do tricks, so why don?t we submit her?? said Stacy, who has lived with John in Rancho Santa Fe for 28 years.

The Snyders called together a little team to produce the 30-second Doritos commercial, which they entered into the ?Crash the Super Bowl? contest last month. They brought together Rob Kuty, who works with Helen Woodward under his company, San Diego Pet Training, and previously trained Charger as a puppy transitioning from the shelter to the Snyders? home. And finding their videographer was somewhat serendipitous ? after months of searching, the Snyders discovered on a five-day trip to the Grand Canyon that a family friend who was there, Kevin Miller, is both a video editor and Rancho Santa Fe resident. Since there?s $1 million on the table for the winner of the contest, the Snyders made a deal with Kuty and Miller ? split it three ways if they win.

So far, the commercial, called ?Crossword Charlie,? has been well-received. It?s gotten more than 1,000 views on Facebook and it?s among videos with the highest ratings given by the company. But the biggest key to their success is getting the most votes from the public, and the commercials will be up for voting on the contest?s Facebook page during the month of January, as well as through Xbox Live. Each person gets one vote per day per platform, states the contest rules.

?Everybody who?s seen it, even people we don?t know, say they love it,? said John, adding that the contest started off as amateurs-only but some contestants ended up submitting major productions, which would have cost much more to make than theirs, which was shot with an iPhone and had no overhead ? save for a dozen or more bags of Doritos.

?Ours is all homegrown, and we?re all from right here in the same community,? Stacy said.

The Snyders spent several months on the commercial, which stars Charger opening doors, wearing glasses and helping John solve the crossword clue, ?world?s tastiest potato chip.? After jumping onto the kitchen counter, sticking her nose in a Doritos bag, and bringing her owner chip after chip, John figures it out. For the purposes of the commercial only, the Snyders changed their dog?s name to Charlie, as contest rules dictate the commercials must not have any team or brand affiliations.

Kuty said working with Charger to perfect her tricks wasn?t hard because she?s been learning tricks from an early age. She already knew how to open doors, but Kuty taught her how to shut them, and also how to easily jump onto chairs and stand at attention.

?The hardest trick was getting her to put her paws on the counter and take a Dorito out of the bag without eating it,? he said.

Miller pieced together trick after trick, and even chose shots in which Charger gives the most appropriate and funny expressions.

?The facial expressions were hard,? said Stacy, but she added that they are also one of the most memorable elements of the commercial. ?We?d have a squeaky toy and get her attention, and capture her face right when she tilts her head.?

Kuty began his 13-years of training animals at SeaWorld, so he said he loves any opportunity to do theatre work that comes his way.

?When they called me, I jumped on it,? he said.

Stacy, a former special education teacher who has been volunteering for years for a variety of organizations, said her main motivator to win is getting to donate the money to a cause she is already involved in ? either Helen Woodward, TERI, cancer research or the San Pasqual Academy.

?I thought, ?Gosh, if we could win this money, wouldn?t it be great to give a significant amount of it to things we?ve already been contributing??? said Stacy. ?Then, we could really make a difference.?

Stacy is involved in Kids Korps USA and has experience starting up a plant nursery for TERI, a school that serves those with autism and other developmental disabilities.

?Now that we?re empty-nesters, we?re not only thinking of things we?d normally be too busy to do, but we realize that all the focus gets put on your dog, this companion there always greeting you, and pleasing you and never talking back,? Stacy said.

John added that they?ve had so much fun making the commercial, that even if they don?t win, he wants to do it again next year ? and some ideas are already brewing.

?Charger had so much fun too,? he said. ?She got so much better with repetition, and she loved being part of the team and getting rewarded.?

Stacy added, ?It really gives her a purpose.?

Some of the Responsibilities of a Guardian in - New York City Estate ...

Under New York law, a guardian must be someone who is 18 years of age or older and a legal resident or a U.S. citizen. Most often a guardian is a family member of the incapacitated person. The court may also appoint an unrelated neutral third party to act as guardian when there is no family member available. Since each incapacitated person?s needs are different, a guardian?s responsibilities are tailored to the incapacitated person?s particular needs. A guardian may be appointed as a guardian of the person, property or both. Click here to learn more about New York Guardianship.

The Two Types of New York Guardianships

There are two main types of guardianships recognized in New York- Guardianship under MHL Article 81 and a guardianship under Article 17-A of the Surrogate Court Procedure Act. An Article 81 guardianship is used mostly for elderly persons or persons who have suffered a brain trauma or brain disease, who are mentally or physically incapacitated. An article 17-A guardianship is used for the care of a minor child or a disabled child. The guardian?s responsibilities vary depending on the person?s individual needs and requirements. The court will issue a Guardianship Order setting forth the guardian?s responsibilities.

Responsibilities of a New York Guardian of the Person

As a guardian of the person, you may be responsible for an incapacitated person?s:

? Safety
? Health, dental, medical needs and decisions regarding nursing and other care
? Education
? Day-to-day living needs, including grooming, bathing, feeding and household care, transportation

Responsibilities of a New York Guardian of the Property

As a guardian of the property, you may be responsible for an incapacitated person?s financial needs including:

? Banking
? Paying of bills
? Collecting of real estate rents
? Buying and selling real estate
? Buying and selling stocks and bonds
? Making repairs
? Running a business
? Filing income tax returns
? Making decisions regarding legal matters while acting as guardian ad litem and working with attorneys handling legal matters involving the incapacitated person
? Obtaining government benefits such as VA, Social Security, Medicare, Medicaid or SSI
? Submitting an Accounting to the Court

When establishing a New York guardianship, it is recommended that you seek the advice of a New York probate and estate attorney to represent you in the matter. The attorney is familiar with the New York guardianship laws and can help you with the establishment of a guardianship by preparing and filing the necessary paperwork, representing you at any court hearings and helping with other financial and tax matters.

If you wish to speak to a New York guardianship attorney, call the Law Offices of Albert Gurevich at (212) 233-1233.

Better For Companies: Slow And Steady Or Fast And Furious?

2146929875_cfdd99417e_zThis year was a pretty amazing one in technology: Many startups were funded and acquired, and there were some real advancements made in the way that we communicate on a a daily basis. I'd definitely call 2012 a major win, but it's been interesting to watch how companies operate to reach their goals and hit moving targets. Sure, it's not new that companies have to completely shift directions when something they're doing is flat out not working or the space that they're in is oversaturated.

China Set To Surpass US In R&D Spending In 10 Years

Fantasizing, you say? Whatever. The fact is, the wealth of the world is being redistributed, and the US and EU are coming up losers. China is gaining. The real catch to all this redistribution is, the world's central banks are reaping the lion's share of the profits. For each ten dollars we lose, China gains a dollar, and the banks steal nine dollars.

But, the situation with the central banks don't affect the fact that China is ascending, while we descend.

China may be dependent on us today, but what happens in fifty years, or a hundred? We're selling off our great grandchildren's future.

Sacks of potatoes stand in for humans in Boeing's in-air Wi-Fi tests

6 hrs.

CHICAGO (AP) -?If the wireless Internet connection during your holiday flight seems more reliable than it used to, you could have the humble potato to thank.?

While major airlines offer in-flight Wi-Fi on many flights, the signal strength can be spotty. Airlines and aircraft makers have been striving to improve this with the growing use of wireless devices and the number of people who don't want to be disconnected, even 35,000 feet up.?

"That's where potatoes come into the picture," Boeing spokesman Adam Tischler said.?Engineers at Chicago-based Boeing Co. used sacks of potatoes as stand-ins for passengers as they worked to eliminate weak spots in in-flight wireless signals. They needed full planes to get accurate results during signal testing, but they couldn't ask people to sit motionless for days while data was gathered.?

It turns out that potatoes ? because of their water content and chemistry ? absorb and reflect radio wave signals much the same way as the human body does, making them suitable substitutes for airline passengers.?

"It's a testament to the ingenuity of these engineers. They didn't go in with potatoes as the plan," Tischler said.?

Recapping the serendipitous path that led to better onboard wireless, Tischler said a member of the research team stumbled across an article in the Journal of Food Science describing research in which 15 vegetables and fruits were evaluated for their dielectric properties, or the way they transmit electric force without conduction.?

Its conclusions led the Boeing researchers to wonder if potatoes might serve just as well as humans during their own signal testing. Despite some skepticism, they ended up buying 20,000 pounds of them.?

Video and photos of the work, which started in 2006, show a decommissioned airplane loaded with row upon row of potato sacks that look like large, lumpy passengers. The sacks sit eerily still in the seats as the engineers collect data on the strength of wireless signals in various spots.?

The Boeing engineers added some complicated statistical analysis and the result was a proprietary system for fine tuning Internet signals so they would be strong and reliable wherever a laptop was used on a plane.?

Boeing says the system also ensures Wi-Fi signals won't interfere with the plane's sensitive navigation and communications equipment.?

"From a safety standpoint, you want to know what the peak signals are, what's the strongest signal one of our communications and navigation systems might see from a laptop or 150 laptops or 350 laptops," Boeing engineer Dennis Lewis explains in a video.?

In a nod to the humor in using a tuber to solve a high-tech problem, researchers dubbed the project Synthetic Personnel Using Dialectic Substitution, or SPUDS.?

The company says better Wi-Fi signals can be found already on three Boeing aircraft models flown by major airlines: 777, 747-8 and the 787 Dreamliner.

Nail That Home Improvement Project by Steering Clear of These ...

Color is one of the best instruments you can use to add character and definition to your house. And one of the best ways to achieve this is by painting your home with the right hue. That is why, a house paint job is crucial as it can make or break your house?s look. Sadly, many homeowners do not achieve great results as they succumb in house painting mistakes which often, if not always, lead to disastrous results. Make sure you don?t fall for the same mistakes by taking this guide to heart.

Wrong Choice of Color
Painting your home with the wrong color is one of the most disastrous things you can do in a house paint job. How could you possibly pick the wrong color? Well, one obvious answer to that is not buying small sample cans and doing tests before proceeding with the actual paint job . Looking at the color fan provided by the paint manufacturer and placing it against your wall is not enough to come up with your final paint color choice. Sample cans would not hurt that much in your budget and are actually great investments. By painting a small portion of your wall with a particular paint color, you would clearly see whether the tone looks good on your room or not.

How about those that say you should follow your heart and not be afraid to try bold colors? Proceeding with the color that you want and trying bold paint colors for your house are not issues as long as you check first, through the sample cans, whether the colors look as good as how you can imagine them.

Forgetting About the Prep Work

Prep work is what you call the labor-intensive, backbreaking job you do before you do the first stroke of paint brush onto your wall. It includes cleaning, scrubbing, washing, scraping of old paint, cutting in, disarranging room set-up, and more. Ignoring this phase will surely get you into house paint troubles. Skipping the prep work could result in poor quality and stressful paint job.

Too Excited for the Next Coat
It is basic in house painting jobs to let the first coat of paint to dry completely before applying the second coat on top of it. However, not all homeowners know or are mindful of this. Some would still force the second layer of paint on top of the first coat even if the latter is not yet dry. The result?an unsightly paint experiencing alligatoring. Alligatoring is a paint problem that is characterized by several patterned cracks, making it appear like the skin of an alligator. It is not a good reward for a tiring paint job, is it?

Lack of Knowledge
Before starting with the paint job, it is important to evaluate yourself first. The very question you should ask yourself is, ?Do I really know how to paint my house?? A house painting job can seem easy for some but in reality, the painter must know how to use appropriate tools and correctly use paint. There are different kinds of paint brushes and rollers. Each has its own special purpose. There are also other tools that you have to familiarize yourself with to know which to use on what purpose. And lastly, there are guidelines on how to choose, buy, mix, and preserve paint. There are several other dos and don?ts in home painting which you should learn about beforehand especially if you are planning to do the job yourself. Otherwise, you can always get help from the pros.

?ISHPES-Bulletin 42 December 2012 15

Sport Psychology in Brazil: Approaches between Psychology and Physical Education

Cristianne Carvalho (Universidade Federal do Maranh?o;?S?o Lu?s; Brasil)

Sport Psychology is considered an emerging practice in Brazil. Turning into one of the eleven specialties in psychology practice, it has relied heavily on the recognition and regulation of the Federal Council of Psychology (Conselho Federal de Psicologia ? CFP; the resolution number 02/01 of the Federal Council of Psychology gives the title of Specialist in Sport Psychology in 2000 ? see www.pol.org.br), since 2000. The following summarizes the doctoral thesis in Social Psychology on the History of Sport Psychology in Brazil at the State University of Rio de Janeiro (Universidade Estadual do Rio de Janeiro ? UERJ).

The study takes place between the decades from 1930 to 1950 because of the lack of information in this period. The first studies in this area began to be of importance in Brazil in the late 1950s, more specifically in 1958, with the participation of Jo?o Carvalhaes in the technical committee of the victorious Brazilian Soccer Team. It is interesting that this actually occurs before the regulation of psychology as a profession in 1962. The Research we developed in the PhD made it possible to find information prior to that period, establishing an embryonic practice of psychology focused on the scope of physical activity inside the first school of Physical Education in Brazil, led initially by the Brazilian Army in Rio de Janeiro in 1930. This finding led to the first journals of Physical Education in Brazil, where it was identified the presence of psychology initiating an approach in the world of Physical Education, what is now called Sports Psychology. Some questions about this construction process and given these facts: how did this integration occur between Physical Education and Psychology? What relation can we find between Sport Psychology today with those early days?

Methodology

In an attempt to construct a narrative about the early history of Sport Psychology in Brazil, much of the contemporary social psychologists agree on the position that all knowledge is constructed from a social production where we all play a role in the process of construction of meaning. Based on constructionism, this view is characterized by questioning the truths guided in the representations of knowledge production, considering object and subject as social constructions at the same level of relationship and interaction. In social psychology this view is developed through the work of Kenneth Gergen, 1973 (

Social Psychology as history), Thomas Iba?ez (1993), Jonathan Potter (1996), Ian Hacking (2001), Lupicinio I?iguez (2004) and Mary Jane Spink (2004) in Brasil, to name a few.

The research method is based on a narrative record that relates the documented evidence collected with the one based on the bibliographic collection found in the first journals of Physical Education in Brazil.

The history of Sport Psychology known in Brazil

Sport Psychology is another branch of psychological knowledge and it is a reflection of its construction as a whole. Therefore, considerations about this knowledge are important to better situate the performers and explain their positions in this narrative.

In the USA, Psychology is based on the study of consciousness, its adaptive function and its evolution in humans. In Central Europe the emphasis was on the relationship between psychiatry and neurology when madness came to be explained as a disease of the mind rather than the nerves. Although such experiments have been significant for the emergence of various psychologies, only in the late nineteenth century in Germany, W. Wundt (1832-1920) and his psychological laboratory (1879) provided the experimental study of psychology in university education. The world turns to control, to measurement, and to classification in all aspects of individual and collective, internal and external to the individual.

According to Soares (2005: 19) ?*?+ the nineteenth century holds a great scientific revolution of the laboratories, industrialization and growth of disciplines and social institutions. *?+?. The scientific and capitalist ideologies take care of the society transforming itself into a large living organism driven by the growing sense of development. Everything can and should be measured, classified, compared, defined and widespread.

Brazil has traveled this path slowly as the institutionalization of psychology as a profession and academic knowledge have only occurred in the second half of the twentieth century (1962).

According to Ara?jo (2006: 102) psychology begins to settle in Brazil ?*?+ mainly by means of applied psychology ? whether in psychiatry or pedagogy with emphasis on psychometrics *?+?, which were strongly influenced by the demand for control and measurement that psychometrics provided, offering an approach between Psychology and Physical Education.

Although there are results in other sports, it is those results obtained through soccer that psychology was able to obtain evidence in the media with the performance of Jo?o Carvalhaes (JC), considered the founder of this area due to his participation in the Brazilian National Soccer Team, World Cup 1958. ISHPES-Bulletin 42 December 2012 16

Besides J. Carvalhaes, other names stand out in the soccer area such as Athayde Ribeiro da Silva and Em?lio Mira y Lopez. Both of them wrote the books ?Psychology and Soccer? and ?Sport Psychology and the preparation of the athlete.? in the 1960s. Since then, Sport Psychology has been developing and acting in other ways, but even 50 years after JC?s important participation in Brazilian soccer, Sport Psychology remains as an unknown field in this world.

History that deserves to be known

To understand those who played roles and the relations present in this construction process it was important to view the initial studies, which began in Brazilian history, in 1930 during the so called Vargas Era (1930-1945). It was a complex moment of great importance in our history due to the political, economic and social developments, but mainly due to the fact of that the Army was the initial promoter of the theoretical space so that Psychology could be discussed, even if occasionally.

Health, hygiene and and education become the primary focus of the state during this period. It is when medicine, the army and physical education ended up meeting. It is during the Get?lio Vargas Era that the first physical education schools in the country begin to appear, along with journals about psychology. The militarization of the body begins in the late 1930?s because

[...] the body is the issue of the moment and it is the center of attention for doctors, educators, engineers, teachers and institutions such as the army, the Church, the schools, the hospitals. Suddenly, we become aware that to think the society over to transform it was necessarily related to taking care of the body as a resource to achieve the whole integrity of the human being [...]. (Lenharo, 1986)

In this direction, the army became an inviting scenario for sport to develop according to such demands involving the notion of control and discipline. The foundation of the School of Physical Education of the Army (Escola de Educa??o F?sica do Ex?rcito ? EsEFEx), established in 1922, as a part of the new army organization in the early decades of the twentieth century, was the starting point of this project for the ideal man for the nation.

In another aspect of controlling bodies, medicine was devoted to combat many popular and mystical practices that served as instruments of cure or beliefs for cure in a social context of treating diseases of the second half of the nineteenth century.

Given this scenario, we find heterogeneous fields as Medicine, Physical Education, Army and Psychology grouping and building new relationships. Psychology is then a propitious area to be and build a new practice focused on physical activity and sports. It is inserted in this context invited by Physical Education to try to interfere in the relationship between mind and body, an old philosophical issue that appears in a new facet. To understand such insertion the research sought to analyze the articles from the first journals of Physical Education that emerged from 1930 to 1960.

Research sources:

1. Educa??o Physica Revista Technica de Esportes e Athletismo / Physical Education ? technical Magazine of Sports and Athletism (1932-1944): the first journal about physical education in Brazil, published twice a year by Companhia Brasil Editora S/A, Rio de Janeiro.

2. Revista de Educa??o F?sica/Journal of Physical Education (1932 to present): created by the School of Physical Education of the Army (EsEFEx) in order to help build the brazilian race. Currently the Army announces sporting activities;

3. Revista Brasileira de Educa??o F?sica/Brazilian Journal of Physical Education (1944-1952);

4. Revista Arquivos/?Arquivos? Journal (1945-1972): designed by the School of Physical Education and Sports (Escola de Educa??o F?sica e Desportos ? ENEFD), established in 1939 as the first upper level school attached to a university, the University of Brazil, now the Federal University of Rio de Janeiro (Universidade Federal do Rio de Janeiro ? UFRJ). It has academic and technical character in its articles.

In the first decades the army, doctors and educators ventured to discuss issues they considered relevant in the world of physical activity. Some themes found in these journals:

?Psychology and Physical Education? (1935): article translated by Am?lia de Oliveira.

?Physical education under the psychological point of view? (1938): published by the 1st Lieutenant Airton Salgueiro Freitas, Instructor of Physical Education and Sports of EsEFEx and coach of the Brazilian team of modern pentathlon in London Olympics in 1948.

?Psychology applied to athletes? (1946) by Inezil Penna Marinho, professor of Metodology at ENEFD.

?Psychological research in the scientific control of sports? (1954/1955) and ?Psychological conditions for the application of quality education to hygiene, physical education and recreation? (1964). Both written by Carlos Sanches Queiroz.

?The importance of psychological research in the scientific control of sporting activities? (1953) ?The need for guidance in the practice of sport? (1962) and ?The contribution of psychology to the sport orientation? (1964) written by Cec?lia Turre?o Stramandinoli. ISHPES-Bulletin 42 December 2012 17

Results

1. The Sport Psychology in Brazil comes from the insertion in Physical Education and Sports Medicine and also by the knowledge focused on strategies to control the body. Physical Education in the decades from 1930 to 1950 included psychology in its journals in an attempt to respond to the demand in the formation of the ideal man for the country.

2. Articles and authors talk about psychology in the world of physical activity in a military environment thirty years before the institutionalization of psychology and twenty years before Carvalhaes?s action in Sport Psychology.

3. Psychology, as a field of knowledge, followed the trend of modernization of equipping itself with tests and techniques able to diagnose and intervene. It produced several specialties including what we call Sport Psychology.

4. Therefore, distinct and apparently opposing realities such as physical activity/psychology, army/psychology, psychology/physical education, mind/body, clearly approach in Brazil in the early twentieth century, initiating the establishment of what now is called Sport Psychology.
